Payload Ground Operations Contract

For more than 30 years, The Boeing Company has been an integral part of the America’s manned space program. Today, approximately 2,000 employees work on payload processing and other projects for NASA and the Department of Defense.

Named the Payload Ground Operations Contractor by NASA in late 1986, the Boeing Company has become the major payload processor for the Space Shuttle. From the time a payload is scheduled to fly, through launch, landing and cargo de-integration after a completed mission, the KSC Division performs or supports all phases of payload processing.

Bio

Deborah Melvin, Staff Manager, Small Business

Debbie Melvin joined The Boeing Company at Kennedy Space Center in April 1990 and was appointed to Staff Manager, Small Business in September of the same year.

In 1992 The Boeing Company’s Small Business Program was the first recipient of the SBA's Dwight D. Eisenhower Award for Excellence for Exemplary Utilization of Small Businesses. In addition, the division has been selected an unprecedented eight times since 1986 as the NASA-KSC Prime Contractor of the Year for its excellence in small business utilization.

Debbie has personally received the NASA-KSC Certificate of Appreciation Award for exceptional contributions to the Small and Disadvantaged Business community in 1994 and a Group Achievement Award from NASA Headquarters in Washington in 1995 for contributions to the enhancement of the Socioeconomic Program. She is active in the small business community serving four years on the KSC Small and Small Disadvantaged Business Council; and has served in the Brevard Small Business Assistance Council as secretary, vice president and is currently President. Two years ago she was appointed by the Florida Governor to the Board of Directors of the Florida Small Disadvantaged Manufacturer’s Corporation. She is currently the Vice-chair of the Board.

Debbie is a native of Florida and graduated Cum Laude from the University of Central Florida and has earned her MBA with a specialty in Aviation from Embry-Riddle Aeronautical University. Prior to managing the Small Business program, Debbie worked in the Aerospace Industry as a Contract Administrator/Negotiator.
